The Social Health Insurance Authority (SHIA) is Somalia’s public institution for social health insurance. Its work centres on bringing health financing together, purchasing services responsibly and helping protect households from the financial burden of illness.
Our purpose
SHIA is developing a system grounded in solidarity: sharing risks and resources so that access to essential care becomes fairer and more dependable. Financial protection, inclusion and accountable management guide this work.
A public service approach
The Authority’s focus is public benefit. Its approach combines pooled financing, transparent rules and responsible purchasing, with attention to people whose circumstances make healthcare difficult to afford.
Building the system
Implementation requires clear governance, sustainable financing, capable providers and practical administration. SHIA is preparing these foundations through institutional coordination, stakeholder dialogue and phased development.
