SHIA’s governance approach connects public oversight with effective executive management. Clear responsibilities, transparent decisions and disciplined use of resources are central to public trust.
Institutional coordination
The Authority works within Somalia’s national institutional framework, coordinating with the Ministry of Health and Human Services, the Ministry of Finance and relevant federal and state institutions. This supports alignment between health policy, financing and implementation.
Board oversight
The governance framework distinguishes the Board’s approval and oversight responsibilities from day-to-day executive management. Board membership and appointments should be presented through official institutional notices.
Executive leadership
Dr Abdulrazaq Yusuf Ahmed serves as Director General of the Social Health Insurance Authority. A physician and health systems leader, he brings experience in hospital management, public health response, research and health financing reform. His leadership focuses on institutional readiness, responsible implementation and public trust.
Our implementation approach
1. Assess needs and readiness: review population needs, financing constraints and service capacity.
2. Develop the framework: prepare governance arrangements, benefits, contribution options and operating procedures.
3. Consult and refine: engage government, communities, employers and providers.
4. Prepare delivery: establish practical systems, staff capacity and provider arrangements.
5. Implement in phases: proceed according to approvals, funding and operational readiness.
6. Monitor and improve: review performance, equity, service quality and feedback to inform the next phase.
Accountability and assurance
SHIA’s development priorities include financial reporting, audit, risk management, data protection, integrity controls and accessible grievance procedures. Approved policies and institutional updates will explain how these arrangements operate.
Public information
Leadership appointments, governance documents and implementation updates will be published through SHIA’s official communication channels.
